To create a clan, a player must go to a Clan Manager NPC, which can be found in Embry and Oilville in Sector 1, New Flagstaff in Sector 2 and Trader's Flat in Sector 3. Once the Clan Leader gets ten people in the clan, it becomes fully functional.
